A few more points.  Roger is "non political", but is extremely resourceful.

In the 1980s and early 1990s (before his flight to the former Soviet Union),

he was also very busy helping both Republican and Democratic governors

reform the educational system.  He would be retained by a governor to lay

out reform measures to increase accountability and decentralization in

education, including vouchers, negotiate with teacher unions and

legislators, putting together the legislative language, and have educational

reform passed.  One of his former clients included your favorite former

president from Arkansas.  In fact, Roger was engaged in educational reform

in Arkansas in 1991, when Clinton was running for President.  Roger put

together an educational reform package that, of course, Clinton took credit

for.  Roger was so effective that, after after the 1992 election, Roger

"picked up and finished the pieces" of major economic development

initiatives that Bill no longer had the time for as he prepared to move to

DC.

 

Recall, however, that Roger is bipartsian.  In the 1970s, he was very high

in the Carey administration (republican gov in NY).
