In my view, these islands are part of a bigger upgrade of the land the city plans to buy from the School District.  The sidewalk project this past summer was another brick in that wall.  Anyone inclined to conspiracy theory would conclude that the city and the district have had an "understanding" on this land for some time and that the city is already spending money, including Myrna's, in anticipation of making the understanding public.
